Taxes and Incentives
UpshurEDC works with municipal and county government to secure incentives packages that spur economic growth and raise the job base. Incentives are relative to the following criteria:
- How many jobs are created?
- What is the average wage?
- What is the capital investment?
- How will the tax base be affected?
Gilmer Industrial Foundation, Big Sandy Community Development Corporation, and Ore City EDC
These economic development organizations assist UpshurEDC in its business recruitment and expansion efforts. If you have an interest in any of these communities, UpshurEDC keeps close partnership with the respective municipal organization. In some cases, cash or land incentives are available from these organizations.
Tax Abatement
Eligble businesses can apply for tax abatement with any taxing entity not a school district. The UCEDC work with local cities to ensure that tax abatement policies are agressive and fair. Contact UCEDC to enquire about the County or one of our City Tax Abatement Policies
Revolving Loan Fund
The City of Gilmer has a revolving loan fund to assist new and expanding business within the city limits of Gilmer. If you have an interest in applying for a loan through the Revolving Loan Fund, please contact Jonathan Packer.
Enterprise Zones
An enterprise zone is an economic development tool that allows a community to partner with the State to offer local and state tax and regulatory benefits to new or expanding businesses in distressed areas. Upshur County has seven enterprise zones. Enterprise Zones are census blocks which have 20% of the population living below the poverty level.
